Plans, hidden costs, and alternatives compared
Cloudflare's free tier is absurdly generous — you get enterprise-grade DNS, CDN, unmetered DDoS protection, and basic WAF rules at zero cost.
Most personal sites and small businesses never need to upgrade. Pro at $20/month (annual) adds image optimization, enhanced WAF with 20 custom rules, and Super Bot Fight Mode.
Business at $200/month (annual) adds 100% uptime SLA, 310 custom rules, PCI compliance, and Page Shield. Enterprise is custom-priced for large organizations needing dedicated support, advanced security, and custom configurations.
The pricing gap between Pro ($20) and Business ($200) is steep — there is no mid-tier option, which pushes growing sites to evaluate whether WAF rules and SLA are worth 10x the price.

Argo Smart Routing starts at $5/month plus $0.10 per GB — essential for global performance but adds up for high-traffic sites. A site serving 500 GB/month pays ~$55/month for Argo alone.
Load Balancing starts at $5/month for 2 origins and 500K health checks, then $5/month per additional origin. Multi-region setups with 5 origins cost $20/month.
Workers beyond the free tier
$5/month for the paid plan, then $0.50 per million requests after the first 10 million. High-traffic APIs can see $50-200/month in Workers costs.
Cloudflare Images costs $5/month for 100K stored images + $1 per 100K delivered. At 1M deliveries/month, that is $15/month on top of the base fee.
Rate Limiting on the free plan has limited rules. Advanced rate limiting requires Business ($200/month) or Enterprise.
Pro and Business annual billing is required for the discounted rate — monthly billing is 25% higher ($25/month Pro, $250/month Business).
Advanced Certificate Manager at $10/month is needed for custom hostnames or advanced TLS configurations beyond the free universal SSL.
Stream video hosting starts at $5/month for 1,000 minutes stored + $1 per 1,000 minutes delivered. Video-heavy sites can easily spend $50-100/month.
Personal sites and blogs using the genuinely feature-complete free tier for DNS, CDN, and DDoS protection
Small businesses wanting image optimization and enhanced bot protection at $20/month (Pro)
Mid-size companies needing PCI compliance, 100% uptime SLA, and advanced WAF at $200/month (Business)
Developers using Workers (free tier: 100K requests/day) for edge computing without a full plan upgrade
Enterprises needing custom security rules, dedicated account management, and advanced analytics
startup
Start on the free tier — it covers DNS, CDN, DDoS protection, and basic WAF for zero cost. Most startups do not need Pro until they have significant traffic or require image optimization. Add Workers ($5/month) only when you need edge logic.
enterprise
Negotiate Enterprise pricing based on traffic volume and security requirements. The Business-to-Enterprise jump unlocks dedicated support, custom WAF rules, and advanced bot management. Bundle Workers, R2 storage, and Stream for leverage in negotiations.
freelancer
The free tier is everything you need for client sites. Use it for every project — there is no reason to pay for DNS and CDN elsewhere. Upgrade individual client sites to Pro ($20/month) only if they need image optimization or enhanced bot protection.
small Business
The free tier handles most small business needs. Upgrade to Pro ($20/month annual) when you need the WAF managed rulesets, image optimization (Polish + Mirage), or Super Bot Fight Mode. Skip Business ($200/month) unless you have a compliance requirement.
Cloudflare's free tier is unmatched — no other provider offers CDN + DNS + DDoS + WAF at zero cost. AWS CloudFront is more configurable but charges for everything separately (DNS, CDN, WAF, DDoS each have their own bill). Fastly excels at real-time cache purging and edge compute but has no free tier and WAF is enterprise-only. Akamai has the largest edge network for extremely high-traffic enterprise sites but requires sales conversations for pricing. Bunny CDN is the cheapest pure CDN at $0.01/GB but lacks integrated security. For 95% of websites, Cloudflare's free or Pro tier delivers more value than any alternative.
