Bullhorn is the staffing ATS to shortlist first in 2026: Starter lists $99 per user per month and the platform grows into timesheets, invoicing and pay and bill on Bullhorn One. Avionte and Ceipal suit temp-heavy agencies that want front and back office in one system, though neither publishes a price. On a tight budget, the Zoho Recruit staffing edition starts at $25 per user per month billed annually, and Crelate lists $119 for its Business plan.
Ten agency recruiting platforms compared on client CRM, temp workflows, back office and what five recruiter seats cost per year.
A staffing agency serves two customers at once: the client who sends a job order and the candidate who fills it. An ATS built for in-house hiring tracks applicants against open roles, but it rarely tracks the client relationship, the bill rate, the start date of a temp assignment or the hours that end up on an invoice. That gap is why agency buyers should start from a recruiting CRM with staffing records, not from the corporate ATS that tops most general lists.
Toolradar data: our ATS category lists 40 tools, and 40% of them offer a free or freemium plan. That total covers the whole category, including corporate hiring tools, so only a small part of it fits an agency desk. The ATS statistics page shows how the wider category breaks down. For a broader view, see our applicant tracking systems guide and the recruiting software guide.
Methodology: we compared ten catalog products on vendor pricing pages, plan comparisons and product pages checked on October 28, 2026, with weight on client and job order records, temp and contract placements, VMS and back-office links, and the published cost of five recruiter seats. Three vendors (Avionte, Ceipal and JobAdder) publish no list price, so their cost comes from a sales quote.

What an ATS for a staffing agency has to track
An ATS for a staffing agency is a recruiting system that links three records: the client company and its job orders, the candidates submitted to those orders, and the placement that follows, including temp or contract assignments. A corporate ATS stops at the hire. An agency system keeps going, because the placement is where revenue starts.
The job order is the center of the workflow. It carries the client contact, the pay rate and bill rate, the start date and, for temp work, the shift or assignment length. When a client sends roles through a vendor management system (VMS) such as SAP Fieldglass or Beeline, someone has to copy that order into the ATS unless an integration does it. Ask every vendor which VMS feeds it supports out of the box and which need a partner connector at extra cost.
Temp and contract desks add a back office: onboarding paperwork, timesheets, payroll and client invoices. Some platforms run that work natively (Bullhorn One, Avionte), some sync to a separate back-office provider (Crelate's Data Sync Service lists People 2.0), and some leave it to a spreadsheet. A direct-hire desk that bills one fee per placement can skip most of this layer and pay far less.
What a five-recruiter desk pays per year
Take an agency with five recruiters who each need a full seat. The yearly figures below are our arithmetic on the per-user prices each vendor published on October 28, 2026 (seats x monthly price x 12), before taxes, add-ons, data migration and job board fees.
The Zoho Recruit staffing edition is the lowest full-featured option at $3,000 a year on its Professional plan (5 x $50 x 12, billed annually). The same plan billed monthly lists $60 per user, or $3,600 a year. Manatal's Enterprise plan comes to $2,100 a year on annual billing (5 x $35 x 12), but Manatal positions itself as a general ATS and lists no timesheet or payroll module on its pricing page.
In the middle, Recruit CRM Pro works out to $5,700 a year billed annually (5 x $95 x 12) and Bullhorn Starter to $5,940 on its entry seat. Crelate's Essentials plan caps out at two users, so five recruiters land on Business: $7,140 a year (5 x $119 x 12). Loxo Core and Recruiterflow Platform share a seat price and both reach $8,940 a year, and Bullhorn Core reaches $9,900 (5 x $165 x 12).
The quote-only platforms (Avionte, Ceipal, JobAdder and the upper Bullhorn tiers) usually bundle more of the back office, so compare them against a list-price ATS plus whatever you pay today for payroll, onboarding and invoicing, not against the ATS seat price alone.
Key Features to Look For
Client and job order records (Essential)
Companies, contacts, job orders and submittals live in one database, so a recruiter can see every candidate sent to a client and every open order by account. Without it, business development lives in a separate CRM.
Temp and contract placements (Essential)
Placements store pay rate, bill rate, start and end dates and assignment status. JobAdder's Recruiter Lite plan tracks permanent placements only; temp pipelines start on Recruiter Essential.
Timesheets and pay and bill (Essential)
Temp desks need hours approved and turned into payroll and client invoices. Bullhorn sells this as Bullhorn One, Avionte builds it into its platform, and Zoho Recruit lists timesheet management for temp staffing.
VMS and job board links (Important)
Orders that arrive through a client's vendor management system should flow into the ATS, and new roles should post to boards in one step. Check which feeds are native and which are paid add-ons.
Client portal (Important)
A portal lets a hiring manager review submitted candidates and leave feedback without email threads. Crelate includes client portals from Business, and Zoho Recruit lists candidate and staffing portals.
Resume parsing and formatting (Important)
Parsing fills candidate records from a CV; formatting rebuilds the CV in the agency's branded template before it goes to a client. Recruit CRM includes a resume formatting agent on Business.
Onboarding and compliance (Nice to have)
Tax forms, credentials and document collection matter most for healthcare and light industrial desks. Crelate Hire is priced per hire; Ceipal lists credentialing for healthcare staffing.
Match the system to your desk mix
-
Split your revenue between direct hire and temp or contract placements; a mostly temp agency needs timesheets and payroll, a direct-hire desk does not.
-
List the VMS platforms your top five clients use and ask each vendor for a native integration, a partner connector or nothing.
-
Count every seat that will log in, including account managers and back-office staff, not only recruiters.
-
Ask for the migration price in writing: Recruiterflow and Zoho Recruit charge for assisted migration, while Loxo includes free migration for teams of three or more seats.
-
Check what consumes credits or add-on fees, such as job multiposting, data enrichment and SMS, before comparing seat prices.
-
Confirm the contract term and whether annual plans are paid up front.
Evaluation Checklist
Create a client, a job order with pay and bill rates, and a temp placement in the trial, then check the margin shown on the placement.
Send a test submittal to a client contact and see what the client receives.
Ask the vendor to show one live VMS integration with a client order flowing in.
Approve a sample timesheet and follow it to a payroll export and a client invoice.
Post one job to three boards and record any per-job or credit charge.
Export candidates, clients and placements to CSV to confirm you can leave later.

Mistakes to Avoid
- ×
Buying a corporate ATS because it tops a general list, then running clients and job orders in a separate CRM.
- ×
Comparing seat prices while the back office (timesheets, payroll, invoicing) is quoted separately or sits in another tool.
- ×
Choosing JobAdder Recruiter Lite for a desk that places contractors, when Lite tracks permanent placements only.
- ×
Ignoring credit-based features: on Recruit CRM, posting one job to boards uses 25 credits, and the Pro plan includes 100 credits per user per month.
- ×
Assuming a promotional rate will renew unchanged; get the renewal price in the order form.
Expert Tips
- →
Ask each vendor for a reference customer with your desk mix (light industrial temp, IT contract or direct hire) and the same VMS clients.
- →
- →
Start the trial with your messiest real data: a client with five open orders, a redeployed temp and a candidate submitted twice.
- →
If you leave Bullhorn or JobAdder, check our Bullhorn alternatives and JobAdder alternatives pages, and compare migration fees before signing.
- →
Small direct-hire firms can start with the ATS for small business guide and move up when temp work grows.
Red Flags to Watch For
-
A demo that shows candidates and pipelines but never a client record, a job order or a placement with a bill rate.
-
VMS support described as possible through an API, with no named live integration.
-
Migration quoted only after signature, or priced by data volume with no estimate.
-
Annual contracts paid up front with no export of placements and timesheets if you leave.
The Bottom Line
Bullhorn remains the safest shortlist pick for a staffing agency in 2026 because the same vendor covers a small desk at a published seat price and a large temp operation with timesheets and pay and bill. Temp-heavy US agencies should put Avionte and Ceipal beside it (see Avionte vs Bullhorn) and compare the full back-office quote, not the seat price.
If the budget is tight, the Zoho Recruit staffing edition and Manatal keep five seats under $3,600 a year, with fewer staffing features. Crelate and Recruit CRM sit in the middle with published prices and client portals; Loxo and Recruiterflow suit direct-hire and search desks more than temp staffing. Run the same job order, placement and timesheet through each finalist, and use the ATS category to see the rest of the market.
Frequently Asked Questions
What is the best ATS for a staffing agency in 2026?
Bullhorn is the strongest default for most staffing agencies: it publishes a $99 per user per month Starter plan and scales to Bullhorn One, which adds timesheets, invoicing and pay and bill. Avionte and Ceipal are the main rivals for temp-heavy agencies that want front and back office together; both are quote-only.
How much does a staffing agency ATS cost?
Published prices on October 28, 2026 ran from $15 per user per month (Manatal Professional, billed annually) to $215 (Recruit CRM Enterprise, billed annually). For five recruiters, our arithmetic gives $3,000 a year on Zoho Recruit Professional and $5,700 a year on Recruit CRM Pro, before add-ons.
Is there a free ATS for staffing agencies?
Zoho Recruit's staffing edition has a Forever Free plan at $0, but it suits a solo recruiter testing the workflow rather than a team. Manatal, Crelate and Recruit CRM offer free trials instead of free plans, so expect a paid seat for every recruiter.
Which staffing ATS includes timesheets and payroll?
Bullhorn One lists timesheet management, time interpretation, invoicing and pay and bill automation, and Avionte builds payroll and billing into its platform. Zoho Recruit lists timesheet management for temp staffing. Crelate connects to back-office providers such as People 2.0 through its Data Sync Service, priced on volume.
Bullhorn vs JobAdder: which fits a small agency?
Bullhorn publishes Starter and Core seat prices, so a small agency can budget before a sales call; JobAdder asks every buyer to request pricing. JobAdder's Recruiter Lite plan handles permanent placements only, so a desk with contractors needs Recruiter Essential or higher.
Do staffing agencies need a VMS integration?
Agencies that win work from large clients often receive job orders through the client's vendor management system. Without an integration, recruiters retype each order into the ATS. Ask each vendor which VMS platforms connect natively; Avionte and Ceipal both describe VMS capabilities on their sites.
