Startups (1 to 50 employees): Need payroll, benefits, basic HR, and minimal admin overhead. Gusto, Justworks, and Rippling are the strong choices. Avoid enterprise platforms, the setup time and complexity will outweigh any HR value at this stage.
Mid-market (50 to 500 employees): Want deeper HR workflows: performance reviews, custom org charts, advanced reporting, multi-state payroll, and integrations with the rest of the stack (Slack, BambooHR, ATS). BambooHR, Rippling, HiBob, and Paylocity compete here. Workday and ADP Workforce Now start to make sense at the top of this range.
Enterprise (500+ employees): Need multi-entity, multi-country, deep compliance reporting, advanced analytics, and integration with ERP and ATS systems. Workday is the dominant choice; SAP SuccessFactors and Oracle HCM compete in specific verticals; ADP Workforce Now serves the bulk of US mid-to-large enterprise.
Distributed & remote-first teams: Care about EOR (Employer of Record) capabilities for international hires. Deel, Remote, and Oyster handle global employment without requiring you to open foreign entities. Pair with a domestic HRIS for your home market, most teams run both.
Industry-specific operators: Construction (Procore-integrated), healthcare (compliance-heavy), restaurants (hourly time clocks, scheduling), and retail (multi-location) often need vertical-specific HRIS or strong configurability. Paychex, Paycom, and UKG cover much of this; Gusto and Rippling work for the more standard cases.

How to Pick the Right HRIS

HRIS migrations are genuinely painful, three to six months of dual-running, data cleanup, and re-training your team. A few decisions worth being deliberate about before signing:

  1. 1Right-size by current and 18-month headcount. An HRIS that fits 30 employees is wrong at 150; one built for 500+ is overkill at 50. Pick for where you'll be in 18 months, not where you are today, but don't pick for 'someday at 1,000 employees' if you're at 25 now. The cost of switching twice is lower than the cost of running enterprise software for a small team.
  2. 2Native payroll or integration?. If your HRIS includes native payroll (Gusto, Rippling, Paylocity), use it, the workflow is cleaner and the data is in one system. If you're keeping an existing payroll provider (ADP, Paychex), insist on a real bidirectional integration, not just an export. The 'we sync with ADP' marketing claim hides a lot of friction in practice.
  3. 3Domestic-only vs global. If you'll hire internationally within 12 months, design for it now. Either pick an HRIS with native multi-country (rare under enterprise pricing) or plan to run an EOR alongside a domestic HRIS. Trying to bolt on international hiring after the fact creates messy data and duplicated workflows.
  4. 4Implementation reality. Demos optimize for the perfect path; implementations are messy. Ask current customers (not vendor references): how long did setup actually take, what broke, and what did you have to manually fix in months 1 to 3. The right HRIS for your size is the one you can actually be live on in 60 days, not the one with the deepest feature set you'll never use.
  5. 5Total ownership cost. Per-employee per-month is the headline; the real bill includes implementation fees, integration costs, benefits broker fees if you use the HRIS's broker, and the inevitable change-fee for adding a state, an entity, or a custom field. Get a 24-month total cost projection, most platforms have surprises in years 2 and 3.

HRIS Market in 2026

Gusto and Rippling have cemented themselves as the SMB and mid-market leaders, with Rippling's IT + HR bundle creating a unique value position. BambooHR remains strong on pure HR workflows. Workday continues to dominate enterprise at the top end, with ADP and SAP holding their legacy customer bases. The most interesting shift is at the cross-section with global employment: Deel and Remote have grown from 'EOR for remote startups' into platforms that can replace much of a domestic HRIS for distributed teams. AI is widespread in product demos, auto-categorized PTO requests, anomaly detection in payroll, GPT-powered HR chat, but the actual workflow impact is incremental, not transformative. Compliance complexity (state-by-state laws, AI hiring regulations, pay transparency mandates) keeps growing, which favors platforms with dedicated legal and ops teams over self-serve tools. Expect more consolidation between HRIS, benefits brokers, and EOR providers through 2027.
