Reporting & compliance

EEO-1, ACA, OSHA, state-specific reports, and headcount/comp analytics. The strong HRIS platforms generate compliance reports as a side effect of operating normally; the weak ones make you assemble them from exports each quarter.

Multi-entity & global support

Multiple legal entities, multi-country payroll, currency conversion, and country-specific compliance (UK PAYE, Canada CPP/EI, Germany contributions). Domestic-only tools (Gusto, BambooHR) hit a wall the moment you hire your first international employee, EOR platforms (Deel, Remote, Oyster) fill the gap until you cross into native multi-country HRIS territory.

Who Uses HRIS Software?

Different organization sizes and structures need fundamentally different tools, and picking up-tier or down-tier wrong is the most expensive HRIS mistake:

Startups (1 to 50 employees): Need payroll, benefits, basic HR, and minimal admin overhead. Gusto, Justworks, and Rippling are the strong choices. Avoid enterprise platforms, the setup time and complexity will outweigh any HR value at this stage.
Mid-market (50 to 500 employees): Want deeper HR workflows: performance reviews, custom org charts, advanced reporting, multi-state payroll, and integrations with the rest of the stack (Slack, BambooHR, ATS). BambooHR, Rippling, HiBob, and Paylocity compete here. Workday and ADP Workforce Now start to make sense at the top of this range.
Enterprise (500+ employees): Need multi-entity, multi-country, deep compliance reporting, advanced analytics, and integration with ERP and ATS systems. Workday is the dominant choice; SAP SuccessFactors and Oracle HCM compete in specific verticals; ADP Workforce Now serves the bulk of US mid-to-large enterprise.
Distributed & remote-first teams: Care about EOR (Employer of Record) capabilities for international hires. Deel, Remote, and Oyster handle global employment without requiring you to open foreign entities. Pair with a domestic HRIS for your home market, most teams run both.
Industry-specific operators: Construction (Procore-integrated), healthcare (compliance-heavy), restaurants (hourly time clocks, scheduling), and retail (multi-location) often need vertical-specific HRIS or strong configurability. Paychex, Paycom, and UKG cover much of this; Gusto and Rippling work for the more standard cases.
