In-depth: why these tools made the cut

Rippling logo

Rippling's payroll is built into a broader workforce platform that also handles HR, IT provisioning, and increasingly finance. For companies tired of stitching together Gusto + BambooHR + JumpCloud + Brex, Rippling collapses that into one record. The depth of automation (workflows across HR, IT, finance) is unmatched in this category.

The trade-off is complexity and pricing. Rippling rewards companies that invest in setup; teams that want plug-and-play payroll find Gusto simpler. Pricing climbs fast as you add modules (IT, finance, global). Pick Rippling when you're consolidating multiple vendors; pick Gusto when payroll is your only HR-adjacent need.

Gusto logo

Gusto's product opinion is that small business owners shouldn't need a payroll expert to run payroll. The setup wizard walks you through tax registration, the run-payroll flow is essentially three clicks, and year-end W-2s/1099s happen automatically. Benefits administration is built in. For US small businesses without dedicated HR, Gusto removes most reasons to call an accountant for routine payroll.

Gusto is US-only (its international has been growing but still lags Deel/Remote). The platform gets lighter feature-wise at scale — performance management, advanced reporting, and complex compensation structures are weaker than Rippling or Paylocity. For 1–50 employee US teams, Gusto is the right answer; bigger US-based teams or international companies often outgrow it.

ADP logo

ADP RUN is the SMB tier of ADP, the enterprise payroll giant. For businesses that want ADP-grade tax compliance and the trust of working with a 75-year-old payroll company, RUN delivers that at SMB pricing. The platform is competent but feels older than Gusto or Rippling — function over delight.

Where ADP shines is at scale. ADP Workforce Now (mid-market) and Vantage HCM (enterprise) are designed for hundreds-to-thousands-of-employees companies with multi-state operations, union compliance, and complex benefit programs. Growing companies often migrate from Gusto to ADP at the 200-employee mark; very few migrate the other way.

Paycor logo

Paycor sits in the gap between SMB-friendly (Gusto, ADP RUN) and enterprise (ADP, Workday): mid-market companies in the 100–1000 employee range. The product covers payroll, HR, talent acquisition, and learning in one platform — broader than pure payroll, lighter than full HCM. The analytics module is genuinely strong for HR business partners.

Paycor's pricing is opaque (non-transparent quotes) and the platform feels older than Rippling or Gusto. Implementation involves dedicated onboarding and training. Pick Paycor when you're growing past Gusto's natural fit but aren't ready for ADP's enterprise tier; the mid-market positioning is where it competes hardest.

How to choose payroll software

Most payroll mistakes happen at setup (wrong tax IDs, mis-classified employees, missing state registrations) rather than during runs. Optimize for a clean onboarding experience and a vendor that handles tax filing in every state you operate; the differences in features past that are small.

  1. Confirm tax filing scope upfront

Will the vendor handle federal, state, AND local tax filings in every state where you have employees? Some plans charge extra per state. New York City has separate local tax rules. Multi-state remote teams quickly become expensive on tools priced per-state. Get a written quote covering all jurisdictions you operate in.

  2. Decide between domestic-only and global

Gusto, ADP RUN, Paychex, Patriot — US-domestic specialists. Deel, Remote, Papaya Global — built for global employer-of-record (EOR) and contractor payments. Rippling, Justworks straddle both. If you have any international hires, domestic-only payroll forces you to run a parallel vendor for those people; consolidating saves admin time.

  3. Audit benefits administration as part of payroll

Many payroll tools also handle benefits — health insurance, retirement, FSA/HSA. Gusto and Rippling are strong here; Patriot and basic ADP plans punt benefits to a separate broker. If you don't have a benefits broker relationship you love, an integrated payroll+benefits tool is usually cheaper and less admin work.

  4. Plan for accountant access

Your bookkeeper or accountant will need read access to payroll for monthly close and year-end. Verify the vendor has an accountant role with read-only access to GL entries and reports. QuickBooks/Xero integrations also matter — bank feed reconciliation gets painful without them.

Honorable mentions

Tools that didn't crack the headline list but deserve a look depending on what you optimize for.

  • Remote logo
RemoteBest for global payroll and EOR

Remote is the consolidating global payroll option — employer-of-record across 100+ countries, contractor payments worldwide. Use Remote when global is your headline; use Gusto + Remote as a pair when domestic is primary and global is secondary.

  • Patriot Software logo
Patriot SoftwareBest budget pick for very small US payroll

Patriot Software's pricing is the most aggressive in the category — meaningfully cheaper than Gusto for businesses under 10 employees. Feature set is comparable; UX is utilitarian. Worth a trial if Gusto's pricing has gotten painful.

  • UKG Ready logo
UKG ReadyBest HCM-style suite for mid-market

UKG Ready combines payroll with broader human capital management (workforce management, talent, analytics). Lengthy implementation, but the depth of analytics and workforce planning suits mid-market companies with complex operations.

Frequently Asked Questions

What is the best payroll tool in 2026?

Based on our analysis of 65 payroll tools, Rippling ranks #1 on Toolradar's assessment. The runners-up are Gusto, ADP, QuickBooks. Our rankings are based on features, pricing, user reviews, and real-world testing across 65 products.

What are the top 3 payroll tools?

The top 3 payroll tools in 2026, ranked by Toolradar, are: 1) Rippling, Unify HR, IT, and finance for seamless employee management. 2) Gusto, Modern HR, benefits, and payroll. 3) ADP, Enterprise payroll and HR management.

Are there free payroll tools?

Yes: 1 out of our top 10 payroll tools offer free or freemium plans. The top free options are Paycor. Free plans typically include core features with usage limits.

How do I choose the right payroll tool?

Start by defining your team size, budget, and must-have features. Rippling is the top-rated option overall. For budget-conscious teams, Paycor offers strong value. Compare all 65 options side-by-side on Toolradar, where we evaluate features, pricing, ease of use, and user reviews.

What Is Payroll Software?

Payroll software runs the recurring engine that pays your team and handles the tax filings, deductions, and benefits administration that accompany every paycheck. Modern platforms (Gusto, Rippling, ADP, Paychex, OnPay) automate federal and state tax calculations, file forms 941 and W-2s on your behalf, handle direct deposit, process garnishments and pre-tax deductions, and increasingly integrate benefits enrollment, time tracking, and the rest of HR ops.

The category splits by company size and adjacent need. Sub-50-person startups gravitate to Gusto, OnPay, or Justworks for the bundled simplicity. Growing mid-market companies pick Rippling, Paychex Flex, or ADP Workforce Now for deeper benefits and global capabilities. Enterprise sits with ADP and Workday. Contractor-heavy organizations and international hiring lean on Deel, Remote, or Oyster for EOR services plus contractor payments.

What you are really buying is tax accuracy and never having to think about payroll. The strong platforms run payroll in under five minutes, file taxes correctly across every state you have employees in, and handle the edge cases (mid-year state moves, retroactive raises, bonus processing, garnishments) without manual intervention. The weak ones turn payroll Monday into a half-day of cleanup.

Editor's Take

“After evaluating 10 payroll software tools, Rippling stands out as our top pick, ahead of Gusto. For budget-conscious teams, Paycor (free tier available) delivers strong value. The competition is fierce, the gap between top tools is narrower than ever, so the best choice comes down to your team's specific workflow and priorities.”

Key Features to Look for in Payroll Software

Multi-state tax filing

Automatic calculation, filing, and payment of federal, state, and local taxes in every jurisdiction where you have employees. Sounds basic, fails frequently with cheaper providers. Gusto, Rippling, and ADP handle this natively across all 50 states. Some niche providers exclude certain states or add fees for additional states.

Off-cycle and bonus runs

Running a one-off bonus, severance payment, or correction outside the regular schedule. Free in most modern platforms; legacy providers (especially Paychex) sometimes charge per off-cycle run. Critical for sales orgs running commissions and quarterly bonuses.

Benefits administration

Pre-tax deductions for health, dental, vision, FSA, HSA, and 401(k), with payroll-deduction sync to the benefits provider. Gusto, Rippling, and Justworks handle this elegantly via integrated benefits brokerages. Standalone payroll tools require manual coordination with your broker.

Contractor payments and 1099

Pay contractors via ACH, handle 1099-NEC and 1099-MISC year-end filings, manage W-9 collection. Most modern payroll platforms include this; international contractor payments require either a multi-currency add-on or a dedicated tool like Deel.

Employee self-service

Employees view paystubs, update direct deposit, manage W-4 withholdings, enroll in benefits, and download tax documents without filing tickets with HR. Modern platforms (Gusto, Rippling) excel; legacy platforms (ADP RUN, Paychex Flex) have improved but still feel dated.

Integration with HRIS, accounting, and time

Bidirectional sync with your HRIS for new-hire onboarding, with your accounting platform (QuickBooks, Xero, NetSuite) for journal entries, and with time tracking for hourly payroll. The strong platforms close the loop automatically; weaker ones require manual journal entries.

Who Uses Payroll Software?

Different stages need different products:

Solo founders with first employees: Need cheap, simple, automated. Gusto Simple ($40 base + $6 per employee), OnPay ($46 base + $5 per employee), or QuickBooks Payroll if you already use QuickBooks for bookkeeping. Avoid PEOs at this stage; the overhead is not worth it.
Small businesses (2 to 25 employees): The Gusto and OnPay sweet spot. Want bundled payroll, benefits, and basic HR. Justworks is the strong PEO alternative if you want group-buying-power benefits without negotiating with brokers. Rippling fits if you also need IT and onboarding workflows.
Growing SMBs (25 to 200 employees): Gusto Plus and Premium, Rippling, Paychex Flex, and ADP RUN compete here. Need more sophisticated reporting, multi-state, advanced PTO accruals, and clean integrations. The PEO model (Justworks, TriNet, Insperity) becomes more attractive for benefits buying power.
Mid-market (200 to 1,000 employees): ADP Workforce Now and Paychex Flex dominate this segment. Workday starts to make sense at the top end. Rippling has aggressively pushed into this tier with broader functionality. Implementation is non-trivial; budget two to three months.
Distributed teams with international employees: Pair a domestic payroll (Gusto, Rippling, ADP) with an EOR (Deel, Remote, Oyster) for international hires. Some platforms (Rippling Global, Deel HR) attempt to handle both; most teams run two systems until volume justifies consolidation.

How to Pick the Right Payroll Software

Payroll migrations are painful but possible; the worst time to switch is mid-year. Decisions worth being deliberate about:

  1. 1Match payroll to your HRIS strategy. If you already run an HRIS (BambooHR, Workday), check whether the HRIS includes native payroll or whether you need to integrate. Bundled HRIS+payroll (Gusto, Rippling, Paylocity) is cleaner than two-system integrations. Standalone payroll (ADP RUN, Paychex Flex) is usually a worse experience but sometimes necessary for legacy reasons.
  2. 2Number of states matters. Single-state operations work on almost anything. Once you have employees in three or more states (and increasingly four or five since remote work expanded), you need a platform that handles state registration, tax filing, and updates without manual intervention. Some cheaper providers cap state coverage or charge per state.
  3. 3Benefits brokerage relationship. Some platforms include benefits brokerage (Gusto, Justworks, Rippling); some integrate with your existing broker (ADP, Paychex); some let you DIY. If you already have a strong broker relationship, the integrated brokerage of Gusto or Rippling may not save money. If you do not, the bundle is genuinely helpful.
  4. 4Hourly vs salaried mix. Salaried-only companies can use almost any payroll tool. Hourly-heavy operations (retail, restaurants, healthcare) need tight integration with time and scheduling tools, plus accurate handling of overtime, breaks, and shift differentials. Paychex and ADP traditionally lead here; Gusto improved significantly in 2024 and 2025.
  5. 5Implementation timeline. Modern SMB payroll (Gusto, OnPay, Rippling) is live in 1 to 2 weeks. Mid-market platforms (Paylocity, Paychex Flex) take 4 to 8 weeks. Enterprise platforms (ADP Workforce Now, Workday) take 3 to 6 months. The right time to start a migration is 4 to 6 weeks before the start of a fiscal quarter, never mid-quarter.

Payroll Software Market in 2026

Gusto and Rippling continue to dominate SMB and mid-market payroll in the US, with Rippling's bundled HR and IT positioning creating real differentiation. ADP holds enterprise and remains entrenched in mid-market through ADP Workforce Now. Paychex retains a strong position in healthcare, manufacturing, and other hourly-heavy verticals. Justworks remains the leading PEO for tech-forward small businesses. International payroll continues to fragment: domestic platforms (Gusto, Rippling, ADP) stay US-focused; EOR platforms (Deel, Remote, Oyster) expand from contractor management into hybrid HR. AI features in payroll are emerging (anomaly detection on hours, predictive overtime alerts, auto-categorization of pay items) but remain incremental rather than transformative. Compliance complexity keeps growing (state-by-state minimum wage updates, pay transparency laws, AI hiring regulations) which favors platforms with deep legal and ops investment. Expect continued consolidation between payroll, benefits brokers, EOR providers, and PEOs through 2027.
